Development and coordination of the historical and urban substantiation
The historic area is the most well-developed and well-preserved part of the territory of the settlement, which differs from other, less developed or poorly preserved parts of the settlement, the traditional nature of the environment and a significant number of objects of cultural heritage. The boundaries and regimes of the use of historical habitats are determined by the Ministry of Culture and the cultural heritage protection authorities authorized by it.
The processing of project documentation for the construction, reconstruction of buildings and structures within historical areas should precede the development of historical and town-planning substantiation.
Historical and town-planning substantiation is a scientific-design documentation that defines the scientific concept of the registration of monuments, objects of cultural heritage, the traditional character of the environment as the city-forming factors in the design of buildings and structures.
Historical and town-planning substantiation should determine the basic possibility of building, reconstruction of buildings and structures on the corresponding land plot, as well as the limiting parameters of these buildings and structures.
